The best korean drama I have ever watched. Kim Sun-a is my favorite actress of all time. The drama is very clever, the character development is terrific, the love story meaningful. I laughed a lot and was constantly on the edge of my seat. It cannot get any better. I heard it wasn't that popular in Korea, well, it's something that doesn't appeal to the younger audience who prefers cute boys and cheesy drama. City Hall is brillant. Enough said. Do yourself a favor and watch it NOW!
