Sui Zhou loses his position in the Imperial Guards because they found banned books in his house. Tang Fan thinks it is good he quit and that he should open up a restaurant. Wang Zhi takes him to see the emperor and the emperor asks him to deal with the problems in Yunhe. Tang Fan declines the job because the emperor wants him to go as a cover for Wang Zhi who will really do everything. Tang Fan agrees to go if he gets to solve it his own way.
