Ting Sheng writes a letter to Jing Ping encouraging him on his war plans and sends it via Yuan Qi. Yuan Qi exposes Pu Yang Ying's confession and the empress' edict to Minister Xu. The empress and Minister Xu persuade a young, naive emperor to issue an edict to the northern border explicitly stating they must adhere to the mourning period for the late emperor.
